สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ภาค 2 (สำนักงาน ป.ป.ช. ภาค 2) ร่วมกับ ป.ป.ช. ตราด ลงพื้นที่ตรวจสอบกรณีการก่อสร้างท่อส่งน้ำสวนสาธารณะบ้านเกาะเกตุไม่เป็นไปตามแบบที่กำหนด ภายใต้โครงการป้องปรามและลดคดีทุจริตในพื้นที่
วันที่ 25 มีนาคม 2569 พลตำรวจตรี อรุณ อมรวิริยะกุล รองเลขาธิการคณะกรรมการ ป.ป.ช. ภาค 2 มอบหมายให้กลุ่มประสานการป้องกันการทุจริตภาค 2 ลงพื้นที่ร่วมกับสำนักงาน ป.ป.ช. ประจำจังหวัดตราด เพื่อตรวจสอบและติดตามกรณีการก่อสร้างท่อส่งน้ำบริเวณสวนสาธารณะบ้านเกาะเกตุ ตำบลชำราก อำเภอเมืองตราด จังหวัดตราด หลังได้รับเรื่องร้องเรียนจากประชาชนว่าการดำเนินงานอาจไม่เป็นไปตามแบบที่กำหนด โดยมีผู้แทนจากโครงการชลประทานตราดเข้าร่วมชี้แจงข้อเท็จจริงในพื้นที่
จากการลงพื้นที่พบว่า โครงการดังกล่าวเป็นการซ่อมแซมระบบส่งน้ำจากอ่างเก็บน้ำคลองสะพานหิน ในช่วงกิโลเมตรที่ 9+150 ถึง 13+500 ซึ่งได้รับงบประมาณในปี พ.ศ. 2569 ทั้งนี้ สภาพพื้นที่บางจุดได้รับผลกระทบจากน้ำเค็มที่สูงผิดปกติ ส่งผลให้ท่อเดิมเกิดความเสียหายและไม่สามารถใช้งานได้ หน่วยงานจึงได้ดำเนินการแก้ไขเฉพาะหน้า โดยเลือกใช้ท่อซีเมนต์ใยหินชนิดทนแรงดัน ตามมาตรฐาน มอก. ซึ่งมีคุณสมบัติรองรับแรงดันเทียบเท่าท่อเหล็กตามแบบเดิม เพื่อให้สามารถส่งน้ำได้อย่างต่อเนื่องในช่วงฤดูเพาะปลูก
นอกจากนี้ โครงการชลประทานตราดอยู่ระหว่างจัดทำคำของบประมาณสำหรับการปรับปรุงระบบในระยะยาว เพื่อแก้ไขปัญหาบริเวณที่ชำรุดอย่างถาวรในปีงบประมาณถัดไป
ทั้งนี้ สำนักงาน ป.ป.ช. ภาค 2 และสำนักงาน ป.ป.ช. ประจำจังหวัดตราด ได้เสนอแนะให้มีการสื่อสารข้อมูลต่อประชาชนในพื้นที่อย่างทั่วถึง เพื่อสร้างความเข้าใจและเสริมความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ

NACC investigates substandard Trat water pipeline complaints
The Office of the National Anti-Corruption Commission of Region 2 (NACC Regional Office 2) in collaboration with the NACC Trat Office, conducted an on-site inspection in response to complaints of substandard construction of a water pipeline in Ban Koh Ket Public Park.
On March 25, 2026, Police Major General Arun Amornviriyakul, Deputy Secretary-General of the NACC Regional Office 2, assigned the Region 2 officials to conduct a joint on-site inspection with the NACC Trat Office to investigate and follow up on the case of alleged substandard construction of a water pipeline in Ban Koh Ket Public Park, Chamrak Subdistrict, Mueang Trat District, Trat Province, following complaints from the public that the work may not have been carried out according to the specified plans.
Representatives from the Trat Irrigation Project participated in clarifying the facts on-site to the NACC officials.
The on-site inspection revealed that the project involved repairing the water delivery system from the Khlong Saphan Hin Reservoir, between kilometer 9+150 and kilometer 13+500, with 2026 fundings.
However, some areas were affected by unusually high salinity levels, causing damage to the original pipes and rendering them unusable. The responsible agency therefore took immediate action by selecting pressure-resistant asbestos cement pipes that meet the Thai Industrial Standard (TIS). These pipes have the same pressure resistance as the original steel pipes, ensuring continuous water supply during the growing season.
In addition, the Trat Irrigation Project is in the process of preparing a budget request for long-term system improvements to permanently address the damaged areas in the next fiscal year.
The NACC officials recommended that information be communicated thoroughly to the public in the area to foster understanding and enhance transparency in the operations of government agencies.
