NACC Chonburi Monitors Waste Incinerator Construction on Koh Larn, Aiming to Reduce Corruption Risks, with Operation Expected by March 2025

 

The Chonburi Provincial Office of the National Anti-Corruption Commission (NACC) is proactively monitoring the progress of the waste incinerator construction project on Koh Larn, Pattaya City. The focus is on ensuring transparency in the construction process and proper disbursement of funds in accordance with regulations, with the aim of achieving efficient budget spending. Emphasis has been placed on ensuring that the project benefits the public.

 

Kittipong Klibyam, Director of the Chonburi NACC office, revealed that monitoring the construction of the waste incinerator on Koh Larn, Pattaya, is part of the commission’s efforts to mitigate corruption risks. Given the large budget allocated for the project and the public scrutiny it has drawn, it is crucial to ensure that all processes adhere to the principles of transparency and accountability. The project aims to address the waste management issues on Koh Larn, a key tourist destination in Chonburi.

 

The plan involves establishing a comprehensive waste management center, utilizing incineration as the primary method on the island, in line with the Ministry of Interior's policy that waste generated in a location must be processed there. The Koh Larn waste incinerator will handle both newly generated and accumulated waste, totaling over 50,000 tons, with the capacity to incinerate up to 50 tons per day. The machinery can sort up to 100 tons of waste daily.

 

The waste incineration system will use a conveyor shredding method to reduce moisture, followed by a gasification combustion process (two-chamber air control). In the first chamber, waste will be incinerated at temperatures no lower than 800°C, while in the second chamber, temperatures will exceed 1,000°C to eliminate dioxins and other pollutants. The incinerator can handle up to 25 tons of waste daily, but not more than 50 tons.

 

During inspections, it was found that the project encountered challenges in preparing the construction site due to the discovery of more underground waste than initially estimated. This issue is currently being addressed. Overall, the project has made significant progress, and the waste incinerator is expected to be completed and operational by March 2025. Once operational, it will play a crucial role in managing waste on the island efficiently, reducing environmental impacts, and improving the quality of life for both residents and tourists.

 

The Director of the Chonburi NACC office emphasized the importance of conducting the project transparently and in compliance with established standards. He urged all related agencies to cooperate and ensure the project’s continued progress efficiently. The NACC will continue to closely monitor the project's progress to ensure its completion as planned.
